Upon arrival staff met with Mr. Donnie Wolfenbarger to discuss the plant's operation and visible emissions status. A drive through of the facility was performed and both the roads and the equipment were well below visible limits. There were only 2 pieces of equipment showing any emissions which the inspectors estimated at 5-10 percent, which is well below the 20% limit. The roadways appeared wet and were showing no signs of dust during the visit. The inspectors also reviewed the pressure differential logs and excessive emission logs for the facility's sources and found no evidence of malfunctions in the emission control equipment. While on-site a new storage area was noticed in the area close to the property lines described. The facility stated that they had recently started storing the initial product coming in from the rail lines in this area due to loss of room in the normal storage site. While the storage pile was not showing any dusting and the road was wet, it was requested that the facility place extra emphasis in that area due to it being the closest section to the property lines of concern. Mr. Wolfenbarger stated that they would make sure to keep the section under increased scrutiny regarding visible emissions.
