Coverage equivalent to coverage under the Construction Stormwater General Permit may be obtained from a Qualifying Local Program (QLP), which is a local jurisdictional Stormwater Management Program that has been approved by TDEC as having met QLP minimum program requirements related to construction stormwater. If a construction activity has obtained a notice of coverage from a QLP, the operator of that construction activity is authorized under the General NPDES Permit for Discharges of Stormwater Associated with Construction Activities Permit without submittal to TDEC.
