Self-Monitoring
Dissolved oxygen calibration records don¿t include verification of calibration. Meter reading is not being compared to theoretical dissolved oxygen derived from ambient temperature and barometric pressure.
CBOD initial dissolved oxygen often exceeds 9.0 mg/L. Mr. Allen stated that he is warming and agitating the sample.
E. Coli counts that are outside the 20-80 range are being used to calculate results and reported without appropriate < or > qualifier.
Influent composite sampler refrigerator at 7°C. Effluent at 4°C.
Labtronix did a flow calibration check in November. Mr. Allen and I did a verification of the influent meter by manually measuring the head over the weir. It was accurate. I demonstrated to Mr. Allen an adjustment to his head measurement technique that would improve accuracy. I also helped him find an error in his use of the formula provided by David Irvine for calculating flow volume using the head measurement.
Empirical Lab is doing the quarterly bioassay. Results have indicated compliance.
Effluent dissolved oxygen is being measured at UV chamber discharge. There are aeration steps at Frey Branch that will increase dissolved oxygen concentration.
Mr. Allen is doing in-stream sampling twice per month. His sampling location downstream of outfall was too close to the outfall to allow adequate mixing. I pointed out a location farther downstream that would be more appropriate. I can¿t find this requirement in their permit.
