Failure to implement the SWPPP- housekeeping and BMPs not sufficient. Styrofoam debris and bags used to transport foundry sand throughout ditches surrounding landfill. Polyshield observed on ground and drying racks that are exposed to stormwater. Scrap metal bins have material breaching secondary containment. Sand on ground surrounding baghouses. North side of property discharges at undesignated outfall is eroded. Sheen observed in stormwater going to drain.
