The time period covered by this inspection is from August 2021 to July 2024. The facility is currently not in operation, and it is the Division’s understanding the facility has not been in operation since the previous inspection in 2017. DMRs submitted to the Division were reviewed from July 2021 to June 2024. Quarterly operation reports consistently reported NODI Code-2, Operation Shutdown, for Outfall 001 except for the second quarter reporting NODI Code-C, No Discharge. Given the facility has no active industrial activity, NODI Code-2 should be reported for the second quarter of 2024. Stormwater monitoring reported discharge, and all samples were within permit limits.
Treatment for process wastewater consists of one sedimentation basin prior to Outfall 001. The basin has been filled in a manner which would provide any treatment. Should the facility resume operation, a new basin similar to what has been submitted from the Division. If a different form of treatment is developed or location, a new NOI must be submitted prior to any industrial activity. There was no sign identifying Outfall 001. A permanent sign must be securely placed at process wastewater outfall locations in accordance with the permit.
The SWPPP was reviewed and updated on March 27, 2024, with the last prior update was in 2022. The SWPPP is required to be reviewed annually. Requested documentation of new Outfall sign, removal of debris, correct 2Q 2024 DMR and update treatment structure via NOI.
