Review of DMRs from June 2012-April 2017 showed approximately 216 effluent violations for that time period. Chlorine contact chamber and tertiary filter basins had signs of severe corrosion. Influent bar screen also showed signs of severe corrosion and was missing some of its bars. Certified operator for the site, Mr. Don Cowart, was due to leave the facility the week following the inspection and the site does not currently have anyone else who is a certified operator. The media for the sand filter had trees and other vegetation growing out of it and the pump for the filter backwash has been inoperational for several years. Some of the issues noted in the previous inspection had been addressed including: upgrade of pumps in lift stations, installation of overflow alarms at lift stations, lab is now climate controlled, and all reagents appeared to be in date. The personnel at the Bill Rice Ranch appear more than willing to ameliorate any issues, but the state and age of the treatment facility make achieving effective treatment a difficult task.
