Their effluent flowmeter was struck by lightning and is non-functional, their samplers are on high ground in case additional flooding occurs tonight, there had been approximately two feet of water in the lab building so they are unsure if the outlets are still functional; most of their lab equipment was on counters above the water so should still be usable; fencing is down around portions of the facility; the outfall sign is still there but had fallen over; an overflow had occurred from the manhole immediately upstream of the influent sampling and wastewater definitely reached the stream. Their collection system operator has been in touch with Lilia about their overflows. No evidence of the overflow remained in the stream, and they will clean up the remainder of the solids on the ground once it’s safe to get equipment out there to do it. We confirmed that three of the four baffle walls in the chlorine contact chamber were effectively destroyed. Many records are likely unsalvageable.

The color of the oxidation ditch was good, it did not appear thin or like there had been washout. No treatment structures other than the contact chamber were overtopped. They had already moved their chlorine feed line as far upstream in the process as they could to add contact time.
