The DMR for Outfall 001 was submitted early for the 2nd quarter of 2023 and the DMR for the 3rd quarter of 2023 was submitted late. The annual DMR for Outfall SW1 for 2023 was submitted late. No effluent violations for Outfalls 001 or SW-1 were reported. The SWPPP was most recently evaluated on July 25, 2023. The required annual SWPPP training for facility staff was last documented on December 1, 2023. Monthly site inspections were organized and contained descriptive conditions of the treatment ponds; however, the settlement basins are not listed.
The wall cutouts in each basin are notched towards the front and are in line with each other; this is a direct path to the first pond and will cause short-circuiting of the treatment process. The short-circuiting was explained during the last CEI in April 2021; your response letter on June 29, 2021, acknowledged a plan to stagger the notches as intended for proper treatment. Additionally, all three basins were full of sediment. The settlement ponds were “cleaned” and properly documented in the monthly site inspection of October 2024. Given the maintenance of the two ponds, sediment was not observed leaving the final treatment structures.
The Best Management Practices (BMPs) described in the facility’s SWPPP for spill response should emphasize the immediate containment of spills to prevent pollutants leaving the facility’s property. Proper pH measurements and documentation should be reevaluated; guidance was provided.
