Road crossing, although it appears temporary, has not been installed in compliance with the terms of the ARAP. Culvert pipes are significantly above streambed elevation, and the stream at time of inspection is flowing under at least one of the pipe culverts. Leaf and debris pile on the upstream side of the culvert indicates in higher flow events, the pipes are undersized and causing partial impoundment of stream.
