At the request of Brooxie Carlton, Director of the Department of Economic and Community Development, Policy and Federal Programs Division, Ben Matthews and I attended a meeting at Henning City Hall and then went to the Henning lagoon with Ms Carlton, Mayor Bursey and one of Henning's aldermen, Jerry Holland. Henning's consultant engineer, Ed Hargraves and Mattie Cushman, a grant writer, were also there. During the meeting I explained that the pond that failed was the treatment cell and that the other and smaller cell was a holding cell where water was stored until it could be discharged to the creek or land applied. I also stated that I didn''t remember seeing evidence that there had been high water in the lagoon when I responded to the levee failure.
