12/21/10, followup inspection for update on PAI deficiencies/violations: collection system I/I project reported ready for bid, I/I still severe, hydraulic overloading of plant despite overflows in collection system & at head of plant, treatment units overflow & they don't report it, not running operational testing on treatment units, still have problems meeting ammonia limit at low flow levels (275,000 gpd), routing chlorinated effluent to aeration basin during low flow to increase volume, still staggering influent/effluent analysis for CBOD, TSS, ammonia, e. coli test days, only complete set of tests 1 day per week, not distilling ammonia, no comparable data since 2007, not de-chlorinating & seeding CBOD, not using calibration standards for ammonia or chlorine residual, other deficiencies for not following analysis procedures, single faced sign at outfall, not cleaning sewage solids from concrete channel after overflows into receiving stream.
