Best Management Practices and Monthly Site Inspections need to be reevaluated to ensure treatment structures are effectively managed to prevent sediment and concrete fines from overwhelming treatment systems to the point of failure. Reviewed records provide check marks for the above-mentioned pH quality control values, but quantifiable numbers should be recorded to ensure the calibration was maintained throughout the sampling process. These matters were discussed in detail at a separate inspection.
It is the Division’s understanding this facility will be completely demolished and rebuilt tentatively in December 2024. Given the existing coverage will apply to the new facility’s construction, a complete NOI must be submitted 30 days before any discharge occurs. DMRs submitted to the Division were reviewed from December 2021 to July 2024. The DMR for the 1st quarter of 2024 was submitted late. No effluent violations for Outfalls 001 or SW-1 were reported.
A photolog has been created to reference the Divison’s findings. At the time of the inspection, there was significant accumulation of sediment in both settling basins. A physical copy of the current NOC was not available at the time of the inspection. The SWPPP was most recently reviewed on February 14, 2023, along with the required annual SWPPP training for facility staff. The preventative maintenance logs ceased to document activity past November 10, 2021.
