12/10 and 12/12/07, CSI by AER & DTI. Discovered severe, longterm sewer overflow at Wells Creek pump station, operators not aware of overflow next to pump station and not reporting system overflows, problem due to excessive I/I, valve in line at station cuts down flow to keep station from flooding out causing overflow, discharge to Wells Creek, no sewer rehabilitation program or efforts to identify problem areas. Many serious operation and maintenance problems at the plant have not been corrected and many serious problems with lab / self monitoring program have not been corrected. Much of self monitoring data would be considered invalid or questionable. Serious safety hazard due to chlorine room and chlorine handling conditions. Unchlorinated effluent overflows from effluent flume structure/effluent pump wetwell and discharges across plant grounds due to pump clogging up and periods of I/I because the one effluent pump in service can't handle flow. Plant washouts also occur due to I/I. Operator at plant needs more training in lab analysis and plant operations.
