Haul trucks deposit landfill leachate from leachate collection tanks throughout the on-site landfill and directly discharge it into the aeration basin for treatment. The aeration basin appeared to be level, and no dead spots or odors were observed during the inspection. The upgraded 40-horsepower blower motor appeared to provide enough power to distribute air throughout the entire basin. The sample location is from a channel immediately after the aeration basin, and the effluent travels through a wet weather conveyance within Scepter’s property to Outfall 001. The facility utilizes closed channel flow monitoring, but the meters are not calibrated annually as required by the permit.
Outfall 001 was observed during the inspection. The wet weather conveyance and effluent entering the receiving stream had no noticeable sheen or discoloration. A double-sided sign with the appropriate information was observed at the outfall; however, the sign was inundated with vegetation. Mr. O’Mary had the vegetation removed before the end of the CEI.
Analysis for turbidity, pH, chlorine, and temperature are performed in-house by staff, with all other effluent parameters contracted with Pace Analytical. A review of the lab records, calibrations, and analysis indicates the lab is well-maintained and operated. The lab has electronic copies of all approved methods from the SM 24th ed. Lab documentation and standard operating procedures have improved since the previous inspection.
