9/15,16 & 17/10, PAI/CEI/collection system inspection, minor deficiencies in lab analysis procedures, inappropriate CBOD & e. coli dilutions not excluded, influent flow measurement & sampling inaccurate due to digester decant & overflow, sludge dewater flow, & rainwater into unprotected drains going back to head of plant, collection system I/I causing overflows at several locations to enter streams, manhole inspections during rain events is only current rehabilitation program, some point repairs/replacement of 2 manholes & 1 collapsed line have reduced influent flows during most recent summer rain storm
