SWPPP and inspection reports could not be located. EPSCs missing at Lots 13, 18 and 23, and storm drains outside lots have insufficient EPSCs. Sediment basin structural failure observed. Inlet (weir and riser) incomplete and discharging sediment through the outlet. Outlet is missing dispensation methods. Heavy erosion observed downgradient of outlet of outlet. Area north of sediment basin unstable and draining sediment into basin and through the inlet. Erosion from unstable areas on sides and downgradient of outlet discharge in stream. Sediment observed in stream bottom. Unpermitted construction in Phase 2 area in process. Construction on Lot 33 and 34 in process as well as road construction and land clearing along Swindon Blvd and Flatrock Ct. I unpermitted Phase 2 area.
