Dropped by the facility for compliance assistance. Noted that the effluent was a dark color. The lab tech stated that the TSS was 26 mg/L, which was high for this facility. Observed the aeration basins and the solids had turned black. They had already collected samples for analysis. They were going to waste more solids. They also were also going to haul some solids to Greeneville WWTP to keep from loosing solids. Sludge had built up to the top of the clarifier.
