NOC/SWPPP/Inspections not on site; Engineer plans called for silt fence around the site – there is no silt fence. Silt wattles have been used but are not installed effectively – they are not installed per EPSC handbook and are open in multiple locations to allow sediment escape; Site is fully graded and construction of 1 barn is underway; back slope appears to have been hydroseeded; There is a pipe installed at outfall 2 – this is not shown on engineering plans and has no treatment – discharging sediment off site – evidence of sediment migration at multiple locations; engineer plans called for bypassing to limit outfall drainage areas – no evidence there has been any bypassing. Site needs to be managed per engineering plans. Working outside LOD to south.
