The TMDL monitoring plan focused on Slaters Creek but neglected to include Manskers Creek. The monitoring plan is to be revised. Recommendations were given to improve the MS4's enforcement mechanism. A map of the MS4 had not been completed according to permit requirements. The MS4 program was adequate in several areas but deficient with regard to O&M.
