Elizabethton should follow it's approved ERP to take enforcement actions for Snap-On's violations and ensure industries report violations within 24 hours. All regulated parameters for each SIU should be monitored at the frequency required in the pretreatment program. The City should ensure Mapes has a slug control plan that meets the requirements. Chain-of-Custody forms should be included with all necessary documentation. Permit deficiencies were noted. Flow-proportional sampling is required at the industries, unless the City documents rationale that time-proportional sampling is representative of the discharge.
