Final split sample results were received on 6/27/19, delayed by the State's contract lab (Pace Analytical). Receipt of results marks the conclusion of the Compliance Sampling Inspection and the beginning of 30 day deadline for the inspection letter and NOV.
No screening at plant headworks. No skimmer arm on clarifier. Influent was very dilute, the facility has issues with I/I. Plant infrastructure is corroded to the point where many areas are unsafe to access. I observed surface injection of chlorine gas during the inspection - Mr.Reed indicated this was only done on occasion to keep grease from collecting on the walls of the chlorine contact chamber. Record keeping and data reporting has improved since the previous inspection. All records required by the permit were organized and available for review. Pump stations only have visual alarms. Inspection of the Pump stations do not occur daily but an effort has been made to increase inspection frequency and to document inspections and mantainance. Influent and effluent composite sampler were below 6 degrees Celsius. Effluent samples are flow based, however, Influent sample are time proportioned. Mr. Reed indicated that he was unable to collect enough influent sample when programmed as flow based. The plant has surpassed its useful lifetime; Mr. Reed is operating the plant to the best of his ability.
