Construction site visit conducted to view on-going work for a new 250,000 gallon secondary clarifier. Also received an anonymous complaint that a sewer line broke during the excavation and discharge was pumped to neighboring field. During the site visit, the WWTP was in operation. Division staff met with Mr. Michael Payne and toured the facility. The existing secondary clarifier had visible film on top and there was debris floating in the contact chamber. Effluent water was clear of any solids. The secondary clarifier base had been excavated and Division staff did observe an uncovered PVC line that had a clamp on it. Mr. Payne did acknowledge that the excavation crew damaged the PVC pipe, but the discharge was pumped back to the influent wet well and not to the neighboring field. The raw influent main was partially visible and higher up than the repaired main. Mr. Payne identified the repaired main as the drain for the old contact chambers that also discharged back to the influent wet well. No indication of raw sewage was visible during the plant tour. Completion of the secondary clarifier is expected to be another 6 months.
