Almost all laboratory procedure problems corrected, recordkeeping very much improved, some other actions in previous NOV corrective action plan not completed, plant operation & especially maintenance problems are severe, serious safety/operational problems due to corroded / inoperable equipment & structures, city has acquired the property from Industrial Park Board & decided to proceed with plans to construct a new treatment plant in the future, the sewer rehabilitation project & Wells Creek pump station upgrade are complete & no overflows have been reported at the pump station since the upgrade, need to clear a field of view to check overflow points at pump station & posted signs, there are still plant influent flows that exceed design capacity during wet weather & rain events. 8/14/14, met with operator & observed sampling & lab analysis procedures & checked status of plant. TCl2 procedure incorrect, prior results invalid. E. coli procedure deficient. New blower motor still not installed, influent composite sampler still not working but new sampler purchased & on site, new walkway grills on site & will install tomorrow so influent sampler can be installed. Operator has worked with TAUD to meet requirements of MUR & self-monitoring is much improved. Sweep for on clarifier not working properly, other inoperable. Problem with bubbler/wet well level in one pump station now fixed. Effluent very dark with high solids levels visible.
