12/27/12 & followup visit 2/7/13 to get copies of documents: No fence on one side of property & part of another, back gate adjoining railroad track and river left open all the time, effluent discharge valve closed in 2011 to prevent discharge due to wastewater lagoon being full of sludge, sludge is up to water surface or an inch or two of surface, no freeboard in lagoon, discharge stopped in July or August 2011, no discharge reported on all self-monitoring reports since then, overflow pond dug in 2005 contains some water & lagoon level is allowing overflow to pond, since the overflow pond hasn't filled or discharged there may be leakage, lagoon receives 50,000 gal. filter backwash every 4-5 days and 140,000 gal. sedimentation basin wastewater per month (440,000+ gal/month), lagoon also receives all flow from building gutters & storm drains at WTP and some runoff from surrounding open area, when there was a discharge TSS, SS, Al & Fe analysis was run by Environmental Science lab, only pH / total chlorine residual, & temperature run at WTP lab, sample location correct, containers supplied by contract lab, chain of custody is only record of analysis results, no pH meter calibration records, pH 4 buffer expired, no TCL2 meter calibration, only calibration by Labtronx every 90 days, no self-monitoring reports kept on file at WTP all at city hall in Erin, copy of the NPDES permit was kept on file at WTP & some 2010-11 contract lab reports & chain of custody forms.
