The file for Hankook Tire Manufacturing (Hankook) was reviewed, and the industry was visited during this inspection. The permit contains a narrative description of the sampling location and a picture of the location in Exhibit A. However, the narrative description does not reference, “Exhibit A”. The description should be updated to include the reference. The facility discussed that they are experiencing abnormally high flows and are currently investigating potential sources. Clarksville should follow up with the industry to determine the cause of high flows. The sample jug observed during this inspection was in poor condition and should be replaced. Clarksville should ensure that Hankook is properly maintaining sampling equipment.
The file for Bridgestone Metalpha USA was reviewed, and the industry was visited during this inspection. The facility is currently listed under “Iron & Steel Manufacturing, Acid Pickling – Existing Source”, but no categorical reference is included. The permit should be revised to identify the categorization of the industry under 40 CFR 420.95 and include the appropriate subpart.
Currently, neither permit states whether a Slug Discharge Control Plan (SDCP) is required for the industries. During the inspection, Clarksville stated all industries have been evaluated for the need to develop a SDCP. Clarksville should revise the permits to clearly state whether the industries are required to maintain a SDCP.
