Notes
Visits on 1/28/11 and 1/31/11 to investigate cause of high chlorine at discharge. Confirmed high chlorine readings on 2 other meters (pocket colorimeters belonging to WPC and DWS). Discovered that filter backwash water is short circuiting the old clarifier tank being used as settling basin. Cause believed to be a plugged or busted pipe in the clarifier. Follow-up needed to verify repairs and confirm the chlorine concentration at discharge within permitted limit.
