No Sign at outfall. Evidence of current and historical discharge. I observed water pooling in the outfall and thin layers of stratified concrete with ferric staining fanning outward from end of outfall pipe. I followed the path of the process wastewater braiding down hill to a wet weather conveyance where it converges with discharge from the adjacent Hoover asphalt plant. From the conveyance the discharge flows into an overgrown stomwater retention pond parallel to HWY 431 N. The operator did not know the location of the outfall and was unaware that it had been discharging. An inaccurate status of No Discharge has been reported quarterly to the division since 2011.
