Scepter only analyzes pH, temp, and flow; other parameters contracted out. Samplers do not wear gloves. No calibration logs, no sample collection logs. pH calibration doesn't bracket the sample. Temperature recorded using pH probe ATC sensor. Outfall sign obscured. Scepter flushes leachate with clean water, which is dilution; personnel indicated this practice would stop immediately. Flow still measured by monitoring water added to cooling system, which would result in overreporting of flow and loading. While not ideal, method is protective of the receiving stream.
