A current copy of the NPDES permit was available onsite, and records required by the permit were available onsite. The current permit covers authorization to discharge process wastewater, container wash water, cooling tower blowdown, stormwater runoff from Outfall 001, and stormwater runoff from Outfall SW2 to the Indian Creek Embayment of the Tennessee River via a wet weather conveyance. A review of the U.S. EPA Integrated Compliance Information System indicated there had been one violation explained in the following non-compliance event, which occurred on July 19, 2023: An overflow of the process wastewater catch basin due to excessive rainfall the area experienced. The Division of Water Resources (Division) was notified within the 24-hour requirement, along with the appropriate five-day report on July 25, 2023. This event resulted in a Total Suspended Solids (TSS) violation of 1,980 mg/L per the Discharge Monitoring Report submitted for outfall SW2.
The facility plans to install an additional basin pump for redundancy and provide an increase in flow from the catch basin to prevent a similar event from occurring. A Preliminary Engineering review is required prior to this modification.
