DWR personnel conducted an RMCP CEI of the above-referenced facility located at 1470 N. McNeil, Memphis, Tennessee. The inspection revealed that no SWPPP had been developed for the facility as required by Section 7 of the RMCP; no monthly inspections of designated equipment areas had been performed during the required reporting period from September 2014 through September 2017 as required by Section 7.3.4 of the RMCP; no annual comprehensive site evaluations had been performed for 2014, 2015, and 2016 as required by Section 7.7 of the RMCP; no sign designating the process water discharge from Outfall 001 was in place at the site. In addition, Division personnel discovered during the inspection that the facility had been discharging concrete truck washout water and residue down the northern and eastern site slopes into Sand Pit Lake, resulting in the creation of a de facto berm and trap along the northeastern site perimeter above Sand Pit Lake. Though no discharges from the berm/trap were noted at the time of the inspection, the Division urges careful management of the berm/trap to allow the water to infiltrate into the ground and the solids to be trapped in situ at the surface. Discharges of truck washout water and residue directly to the lake would constitute a violation of the RMCP and the Tennessee Water Quality Control Act.
