Overall, the facility has improved from the previous 2019 CEI in terms of flow measurement and cullet trackout. No major concerns were noted during the inspection, and the facility appears to be operating in a manner that complies with the terms of its NPDES Permit with only a few deviations of permitted effluent limits.
Carlex’s NPDES permit is pursuant to Tennessee Multi-Sector Permit requirements (TMSP) Sector E - Glass, Clay, Cement, Concrete, and Gypsum manufacturing facilities; The Storm Water Prevention Pollution Plan (SWPPP) was reviewed during this inspection and contained all requirements elements outlined in the permit. However, review and subsequent training for applicable staff are not being documented.
Sampling occurs at Outfall 001, 002, and 003; a discussion of the sampling procedure and review of the internal monitoring points indicate that sampling is occurring as outlined in the permit. Field measurements of dissolved oxygen (DO) and pH are taken within the appropriate 15-minute hold time. Sampling and field measurements are conducted by Stantec staff. Sample analysis for TSS, Oil & Grease, and Total Phosphorus is contracted to Eurofins via Stantec staff. Significant amount of what appeared to be trash and scrap materials towards the rear of the facility. While this may not be a source of pollution, the opportunity for stormwater to convey potential pollutants from materials stored outside is a factor that should be considered for routine site inspections
