2/15/2024 Follow-up to assess progress with the items noted in the NOV letter sent on 12/12/23. Mr. Rex Taylor present during visit. It appears the facility has addressed or is in the process of addressing the items noted in the NOV. The following observations were noted. Mr. Taylor stated a new sign for Outfall 001 has been ordered but yet to be received. No issues were observed at the grate nearest the ink building or the trash compactor. The boiler sump is no longer discharged to the ground. The SWPPP was updated to address items in NOV. The SWPPP contained an updated comprehensive site evaluation document. Attempts have been made to address the items noted in section VI. of the 12/12/23 report/NOV. Mr. Taylor provided updated laboratory bench sheets, DOCs, and an updated dissolved oxygen SOP. However, some of the documents provided did not reference the correct editorial revision dates as they appear in Title 40 CFR Part 136. Some guidance was given to Mr. Taylor including applicable laboratory analysis guidance documents from Fleming Training Center. Mr. Taylor corrected the revision dates during the inspection. Guidance was also provided regarding the pH DOC because it appeared personnel still didn’t analyze 4 laboratory fortified blanks. Mr. Taylor said the DOCs would be performed again. In addition, Mr. Taylor and the updated SWPPP note a new stormwater outfall at the southeast portion of the site. The division advised via email on 2/16/24 to submit an updated NOI.
