Inspected by Bridget Corsa. The inspection happened over two days as there was no one on site that knew where the records were kept. There is currently no manufacturing going on at this facility and the facility contact said they were exploring other permit options. No chemicals are stored outside anymore. Hard copies of the SWPPP and NOC were not available on site. Facility inspections were recorded through July 2014, after which they stop as the person in charge had retired. Their sector assignment doesn't require them to do monitoring, but they do need to have monthly visual inspections of the outfalls. The three outfalls were clear with no discharge or smell. I strongly recommend that the required paperwork is available on site and that monthly monitoring of the outfalls resume. These inspection reports should be sent to the companies that lease land from DuPont. These reports should be available on site at request. No dates were recorded for employee training, so I recommend employees be trained as stated in the permit.
