Tyler Mcclelland (TM1) and Sandra Vance (SKV), DWR-Johnson City Environmental Field Office (EFO) observed bubbling in Knob Creek upstream of the Knob Creek Boat Road bridge in two locations. No odor, foam, or sewage was observed. SKV spoke with Mr. Nick Street, Johnson City Knob Creek Wastewater Treatment Plant (WWTP). The outfall sanitary sewer line from the WWTP having possible leaks was discussed. He said the city would investigate and report the findings to SKV. The treated WWTP effluent was observed to be clear with no foam or odor as it flowed from the WWTP chlorine contact chamber. SKV later spoke to Mr. Aaron Mullins and Mr. Jeff Corder, City of Johnson City who indicated that total chlorine residual had been detected at one of the Knob Creek locations. The city will check the discharge end of the line (Boone Lake) for any obstructions and will check the line for leaks. After developing a plan, any repairs will be done the week of January 17, 2023. SKV will be updated on the City's progress. Mr. Jeff Corder informed SKV on January 31, 2023, that work on the outfall line splitter box had been done and that the outfall line was not leaking on January 31, 2023. Also, the City met with their private consultant the week of January 23, 2023, to start working on a solution to address the outfall line leak(s).
