These are pictures on the middle prong of the Little Pigeon River (which has pristine waterway designation) at approximately 537 Emerts Cove Road, Pittman Center, TN.
They have put down forms and rebar which seems like they are going to pour foundations for some structure. I have notify the local authorities but thought TDEC should be notified as well. They have dug out the whole embankment of the river to place the forms and the forms themselves are in the river. If the river wasn’t down +3 feet the forms would be under water. I can’t imagine they have the proper permits to do this.
