    Description and Writeup

    Mr. Allen Moultrie, City of Bluff City reported a 12-13-18 overflow at 384 Carter Street, Lot No. 17. He observed the location as he drove by it on 12-13-18. The overflow has been corrected and repaired. The affected area was cleaned up and lime was applied. A written report will be sent to the Johnson City EFO. The report received on 12-17-18 indicated the following, "1. The overflow consisted of discharge from clean out, at the property of 384 Carter St. Lot 17. The sewer discharged downhill affecting approximately a 15ft area along the drive way of the trailer park. This event was a dry weather event, which did not make it to any river, creek, branch, or lake. 2. The overflow was discovered by me, Mr. Allen Moultrie at 8:28 AM of which no reports of overflow had come into city hall. Staff was called out to location to remove blockage from line at 8:53 AM and removed blockage at 8:58 AM. the start of overflow time is unknown, but was discovered at 8:28 AM. The amount that discharged from clean out appeared to be small in quantity....4. Our noncompliance was due to possible tree roots and a collection of paper towels that was seen discharging from clean out leading to the overflow. 5. Overflow was stopped by city employee using the sewer snake inside of the clean out to break through blockage. Once blockage was removed line was flowing without further issues. In order to prevent future issues the city will use our rooter to remove possible roots from line to prevent further blockage. 6. The effected area where overflow occurred has been cleaned, raked, and treated with Lime by city employees."
