19-MAY-24, I received a citizen complaint from Ms. Langford concerning black run off reaching the Sulphur Fork Creek on Springfield Sewer Treatment Plant premises.***
19-MAY-29, LKS and I made a site visit to Springfield STP. I spoke with Wastewater Operator Brian Morrison while on Site. Mr. Morrison was not aware of any issues with Biosolids spray irrigation or any citizen complaints. LKS and I inspected the biosolids spray area. The direct vicinity of the biosolids spray area was thick with vegetation. We observed several large patches of biosolid deposits outside of the direct spray area. Some of these patches appeared to have been deposited months ago. A conveyance flows from one patch towards the outfall and receiving stream. We did not observe biosolids in the flow path of the conveyance during our visit. There were a couple of areas where biosolids had gotten close to the bank but no evidence of the solids reaching the stream. I will notify the TN Biosolids coordinator of my findings and the complaint. ***At this time, an illicit discharge was not observed. I requested that Mr. Morrison monitor the areas of concern. The Division will continue to monitor Springfield STP's land application of Biosolids.
