    Complaint Description and Writeup

    Mr. Ed Mullins, City of Elizabethton reported the Wastewater Treatment Plant's Equalization Basin (EQ Basin)started overflowing on 4-24-17 at 10:00 AM. The written report received on 4-25-17 in the Johnson City EFO indicated, "From 4/22/17 to 4/25/17 we have recorded4.12 inches of precipitation at the Elizbethton WWTP. Since the rain began, we have been processing as much as we can through the plant and sending the excess to the EQ basin. On 4/24/17, at 10:00 AM, our EZ basin started overflowing. This overflow goes to the Chlorine Contact tank before proceeding to the stream. We have calculated the overflow total from 10 AM to midnight on 4/24/17 to be 1.904 MG. Our EQ is still currently overflowing and we are experiencing some more rain this morning. I will update you again tomorrow with a phone call and follow-up letter."

    The follow-up letter was received on 4-26-17 in the Johnson City EFO. The letter indicated, "As noted in my previous letter, since the rain began, we have been processing as much influent as possible through the plant and sending excess flow to the EQ basin. On 4/24/17, at 10:00 AM, our EZ basin started overflowing. This overflow goes to the Chlorine Contact tank before proceeding to the stream. Since midnight on 4/25/17, the overflow from the EQ basin total was 0.831 MG. Our EQ stopped overflowing at 8:45 PM on 4/25/17."
