Complaint states that the property owner across the street has conducted a complete fill of an unnamed trib to Fletcher Creek.
Site visit scheduled for 12/19- TRS
In May 2024, HNS and TRS completed a HD on a channel in association with a compliant of pollution in a channel. At the time, the channel was very borderline with the deciding factoring being an overwhelming number of crayfish of various ages throughout the reach. We issued an advisement letter to the property owner stating that the channel had been determined to be a Stream.
TRS received another compliant for this channel. DKM and TRS investigated the second complaint regarding unpermitted stream alteration. This time staff met several different property owners along the reach. Multiple property owners stated that the channel only contained water in it after rain events and never regularly flows. Additionally, the channel looked significantly different than the first time it was scored out. After the investigation, TRS looked over some aerial imagery and noted a pond that the channel could be receiving overflow from. Given this added information and difference in observed conditions of the channel, HNS and TRS conducted a second HD on the property with the landowner’s permission. The second HD scored a 12.25. Staff checked multiple areas along the reach and no biology was located within the reach. Only 1 of 3 soil locations were hydric. The reach had a strong presence of rooted upland plants within the reach. The jurisdictional status of the channel was changed to a WWC. DWR has no jurisdiction in this complaint. Complainant and other property owners informed of the changed call.
