Description and Writeup
Mr. Allen Moultrie, City of Bluff City reported a 2-6-19 overflow at 4434 Bluff City Highway(manhole). The overflow started at 9:49 PM. A pump truck was in route. Ms. Sandra Vance (SKV) DWR-Johnson City Environmental Field Office (EFO) contacted Mr. Moultrie on 2-7-19. He indicated Stevens Septic hauled 8 loads to the Bristol Wastewater Treatment Plant with their 3,500 gallon truck. The overflow stopped at approximately 2:00 AM on 2-7-19, but started again due to the rainfall. The overflow stopped again at 5:00 AM on 2-7-19. The overflow reached the S. Fork Holston River. Clean up will be done. A written report will be submitted to the Johnson City EFO. Pictures of the overflow were received on 2-8-19. The overflow report in the 2-8-19 e-mail was in a format that could not be opened. SKV sent Mr. Moultrie a 2-8-19 e-mail requesting that the report be resent. The report received on 2-12-19 indicated the following, "1. The overflow consisted of a release of the upstream manhole at 4434 Bluff City Highway during a intense wet weather event. The release discharged from manhole and flowed along the fence line falling towards the property of 4434 Bluff City Highway. Flow did make it the river, creek, branch or lake. 2. The overflow lasted approximately 3 hour 20 minutes on and off during the course of the night during the time we were on site. I received notification of high well level at the 44 igloo pump station at 9:11 pm. On call personnel was sent to the pump station and Steven's septic was contacted at 9:16 pm to put a truck on stand-by. I arrived on site at 9:37 p.m. I went down to the manhole and saw that the manhole at 4434 Bluff City Highway was starting to overflow. At 9:48 p.m. I contacted Ms. Vance to report event. Steven's was then dispatched out at 9:47 p.m. where they ended pulling out 8 loads throughout the course of the night with their 3200 gallon truck. Sewage was taken to the Bristol Treatment plant. The gallons that overflowed from manhole was a significant amount on and off throughout the night. The exact volume that released is unknown but would be considered significant. 4. Our noncompliance was due to a significant volume of inflow entering the sanitary sewer system due to a wet weather event where we received around inches or rain leading to the overflow release event. 5. Overflow was stopped by igloo pump station catching up and being pulled out by Steven's Septic. To correct this and to prevent further occurrence we need to conduct another round of smoke testing and/or dye testing to locate areas that inflow and infiltration is occurring. A long with addressing the drainage issues that was seen during this wet weather event. 6. The effected area where overflow occurred has been cleaned, raked, and treated with lime by city employees."
