    Complaint Description and Writeup

    Mr. Allen Moultrie, City of Bluff City reported a 9-27-18 overflow at 4434 Bluff City Highway (manhole). A truck was in route to alleviate the overflow. Mr. Moultrie contacted Ms. Sandra Vance-DWR-Johnson City EFO (SKV) on 10-2-18 and left a voice mail inquiring if the e-mail report had been received. SKV advised Mr. Moultrie on 10-4-18 that the e-mail had not been received and to submit it again. The report received on 10-4-18 indicated the following, "1. The overflow consisted of discharge of the upstream manhole at 4434 Bluff City Highway. Overflow discharged from manhole and flowed along the fence line falling towards the property of 4434 Bluff City Highway. Flow then ran along boat dock and followed the ruts inside the lake bed before discharging into the lake. 2. The overflow lasted approximately 1 hour 20 minutes during the time I was on site. I received notification of high well level at the 44 igloo pump station at 8:26 pm and arrived on site at 8:37 pm. I went down to the manhole and saw that the manhole at 4434 Bluff City Highway was starting to overflow. The gallons that overflowed from manhole was <700 gallons. The amount I saw flowing from manhole at time of arrival was significant in volume. 4. Our noncompliance was due to a significant volume of inflow entering the sanitary sewer system due to a wet weather event, leading to the overflow event. 5. Overflow was stopped by igloo pump station catching up with the volume of inflow we had entering the sewer system. We called in Steven's Septic, Blountville Septic, Cornett Sanitation, and Don & Davis sanitation, which all attempts yielded no response except Steven's Septic. To correct this and to prevent further occurrence we need to conduct another round of smoke testing and/or dye testing to locate areas that inflow and infiltration is occurring. Also will try to convince the Alderman and Board that an investment into our own sewer pump truck would be beneficial. 6. The affected area where overflow occurred has been cleaned and treated with Lime by city employees. 7. First call of alarm started at 8:26 pm of which, I contacted the city on-call personnel at 8:32 pm, which I arrived at 8:37 pm. I arrived on site at the 44 Igloo Pump station at 8:37 pm, drove down to 4434 Bluff City Highway at 8:46 pm and noticed that the manhole was overflowing. Flow at time of arrival was very low but showed signs that overflow were flowing toward the lake. I then called Ms. Sandra Vance and left a voice message to report overflow event. I followed that up by calling Steven's Septic, Blountville Septic, Cornett, and Don & Davis sanitation, of which no one answered. I then continued back and forth from 4434 Bluff City Highway and noted that overflow had stopped at 10:07 pm, with an overflow time of 1hour 20minutes. Steven's Septic Arrived on site at 9:45 pm with first call contact for service was made at 8:27 p.m."
