I was speaking to Adam Waller, my 6th district commissioner here in Loudon County, about some serious concerns I have about a new development and he suggested I reach out to you.
My name is Matthew Morgan and I live directly downstream from the new 'Farmstead' subdivision on Beals Chapel Rd. I've got three concerns currently and was hoping you could shed some light for me.
First is the runoff that will be caused by the stripping of this property. With me being directly downstream, during the wet season I see the limits of capacity on the creek overburdened and from time to time exceeded. With the ground of this new subdivision property being disturbed, what guarantee do I have that I won't see an increase of flooding on my property? Im worried about it reaching a point that it affects my livestock, which is in an area that would be susceptible to flooding if the current runoff is exceeded and not properly controlled. Last I checked, they were already moving dirt without the proper silt fencing in place and that's not the right foot to start off on.
Second is the garbage and red clay management. This creek is a natural property boundary for me and while I know what happens on their property is their own business, I have surveyor markers and empty spray paint cans on the ground that will wash into the creek the first time we get a good rain. The failure up the road of 'Cedar Hills' to properly contain their red clay from reaching the community roads and waterways is evident. How can I be assured that these same problems won't become an issue with the construction of this new subdivision, as they have been with others in the area?
Third is an easement that will require them passing below the 2 creeks on that property that merge on mine, in order for them to tie into an existing sewer drainage easement on my property. The creek bottom is solid limestone, part of the pink marble vain that runs from Vonore to Knoxville. In order to reach a proper depth, they will have to disturb that solid creek bed. I'm worried about a significant change in water flow volume and direction. Once again, opening up a new pathway to cause significant flooding on my property.
I understand growth is a part of life and things can't always be as they once were. Hopefully you can understand the position I'm in and the concerns I have. Living in a rural area has its benefits and its those benefits that brought my wife and myself to this beautiful area years ago. All I want is to make sure those same reasons are still here years from now.
