On 12/3/10, Alvin Clark (City of Memphis Storm Water Program) called MTP and stated that during Mr. Darrell Brady's (City of Memphis) inspection conducted on 12/2/10, he observed white milky discharge coming from Buckman's onsite shop. Because this site has an NPDES permit (TN0040606), Mr. Clark notified TDEC of their findings.
On 12/6/10, MTP conducted an unannounced site inspection. Ms. Jody Stobbe (Buckman-Regulatory Compliance Manager) was available onsite, and she was informed about the purpose of the site inspection. According to Ms. Stobbe, she was with Mr. Brady during his inspection on 12/2/10. She stated that the white milky discharge observed by Mr. Brady was from pressure washing activities conducted inside the facility's onsite shop. She speculates that the white residue in the discharge was water-soluble cutting fluid. The discharge flowed into a low spot onsite and did not reach any storm drain inlets. However, as a precautionary measure, Ms. Stobbe stated that the facility's practice of washing out the shop will no longer be conducted. At the time of the inspection, no violation was observed.
On 12/9/10, MTP emailed complainant about the results of the inspection.
