    Description and Writeup

    Complainant left message that the sewage lagoon is not working. TRT called back (complainant wishes to be anonymous). He said Cole's Lumber owns Camellia Homes. The pump hasn't been working and waste is collecting at the surface. Complainant reported this to maintenance person (who wroks for Cole's) and was told it doesn't work half the time. TRT reached Mary Cole at the Millington store, who transferred me to Cindy Clower. Cindy said she is really the main contact, and that Larry Gamblin is the operator. She said she would have the lagoon checked, and wondered of the floatables observed are algae.

    8/18/2010: EKB met with Cindy Clower and Larry Gamblin at the site. The treatment system at Camellia Homes Trailer Park consists of an aerated lagoon, followed by a Rotational Biological Contactor (RBC) for treatment enhancement, then UV lights for disinfection. The aerated lagoon was covered with duckweed. No floatables or wastes were collecting at the surface. The RBC was activated during the site visit, but the unit was not functioning properly. According to Mr. Gamblin, the RBC unit is 30 years old and in need of overhaul or replacement. EKB informed Ms. Clower and Mr. Gamblin that the RBC is essential in treating the ammonia nitrogen from the effluent, and that the unit needs to be repaired or replaced by another secondary treatment. Ms. Clower informed EKB that she will discuss the RBC issue with Mr. Gamblin and will submit a letter to WPC explaining the chosen alternative for the secondary treatment. EKB will revisit the site once the chosen alternative is installed and in operation.

    8/31/10: EKB received the letter from Mr. Gamblin. In the letter, Mr. Gamblin stated that Camellia Homes opted to repair the RBC and that the unit should be in operation by September 6, 2010.
