Complainant states that grading and stream bank alteration is occurring at the property. Upon a site visit, under an acre of grading and clearing had occurred up to and within the bank buffer of the Watauga River. Soil had been pushed down the bank, but no sediment had entered the stream. Sections of the area had been seeded and straw placed down.
