Complainant has sent multiple pictures of the stream indicating that it is still dammed up.
There were natural rocks from the streambed piled in an area just above an old concrete dam that had been partially removed. There is no way to tell if the rocks were placed recently or if they were placed in the stream at some point in the sites long history as a swimming area. Since it can't be proven who placed the rocks, no action can be taken.
