Description and Writeup
Mr. Allen Moultrie, City of Bluff City reported a 12-28-18 overflow at 4434 Bluff City Highway (manhole). A pump hauler was in route. Ms. Sandra Vance (SKV) contacted Mr. Moultrie later and was informed that the overflow stopped at approximately 11:10 AM. Stevens Septic hauled two loads. The overflow did not reach the S. Fork Holston River. A written report will be sent to the Johnson City EFO. Pictures of the overflow were received on 12-31-18. The overflow report mentioned in the 12-31-18 e-mail was not included. SKV sent Mr. Moultrie a 1-2-19 e-mail requesting the overflow report. The overflow report was received on 1-2-19. The report indicated the following, "1. The overflow consisted of discharge from manhole, at the property of 4434 Bluff City Highway. The sewer discharged along the side of the manhole. This event was a wet weather event, which did not make it to the river, creek, branch, or lake. 2. The overflow was discovered by me, Mr. Allen Moultrie at 10:47 AM of which, we received a high well level at the 44 Igloo pump station at 10:09 AM. Both pumps at site were pumping when the alarm was triggered. Staff stayed on site and saw that well level was getting high at a rapid rate. Steven's Septic was called at 10:11 AM to have a truck on stand-by in case we needed them. We called Steven's back at 10:28 AM to have them come over to pump. I went down to 4434 Bluff City Highway to check status of cleanout and manhole at 10:48 AM and saw that we had a small quantity of discharge coming from the lid of manhole. Contacted Ms. Sandra Vance to report overflow. Overflow event started at 10:48 AM and was had completely stopped by 11:10 AM. The amount that came from the manhole was small in quantity, and lasted 37 mins from the time of discovery. 4. Our noncompliance was due to heavy rain showers that came through the TriCities area, of which at the time of overflow our rain gauge indicated that we were at 1 1/4 inch of rain fall at the time. 5. Overflow was stopped due to igloo pump station catching up with amount of flow we were receiving during this wet weather event. Also we used the aid of Steven's Septic which pump two loads from us which were hauled over to the Bristol Treatment plant. 6. The effected area where overflow occurred has been cleaned, raked, and treated with Lime by city employees."
