    Description and Writeup

    Mr. Allen Moultrie, City of Bluff City reported a 6-10-19 overflow at 4434 Bluff City Highway (manhole). He indicated a truck was in route and the manhole was overflowing. Ms. Sandra Vance(SKV) contacted Mr. Moultrie on 6-11-19. He indicated Captain Septic arrived after the overflow stopped (at approximately 6:50 PM) and pumped three loads. Two other septic haulers were contacted and were not available. The overflow reached the S. Fork Holston River. A written report will be submitted to the Johnson City EFO. The report received on 6-11-19 indicated the following, "1. The overflow consisted of discharge from manhole, at the property of 4434 Bluff City Highway. The sewer discharge along the side of the manhole. This event was a wet weather event, which did make it to the river, creek, branch, or lake. 2. The overflow wsa discovered by Mr. Allen Moultrie at 6:20 PM of which, we received a high well level at the 390 Bridge pump station at 5:51 PM, 44 Igloo pump station alarm was going off also. Both pumps at site were pumping when the alarm was triggered. I contacted Ms. Sandra Vance to report overflow at 6:20 PM of which we had already started overflowing. Staff stayed on site and saw that overflow at 4434 Bluff City Highway had stopped overflowing at 6:50 PM. The amount that came from the manhole was small in quantity, and lasted 45 minutes from the time of discovery. 4. Our noncompliance was due to heavy rain showers that came through the Tri Cities area, of which at the time of overflow our rain gauge indicated that we were at 1 inch of rain fall at the time. 5. Overflow was stopped due to igloo pump station catching up with amount of flow we were receiving during this wet weather event. Also we used Captain Septic which pump three loads from us which were hauled over to the Bristol Treatment Plant. 6. The effected area where overflow occurred has been cleaned, raked, and treated with Lime by city employees."
