    Complaint Description and Writeup

    Self reported. Mr. Major was spreading manure from his dairy operation and some got in the creek.

    TDEC has referred to Dept. of Agriculture per the MOA, for initial investigation.

    Site inspection made by TDA Wayne Pressler on 3/18/2021. His observations are "I observed two surface runoff discharges to West Fork Spring Creek, with diluted manure from the manure
    application field and soil dams that had been partially washed away from the recent rain. I observed a third
    surface runoff discharge to Spring Creek and a soil dam partially washed away as well. I did not observe a
    breach from the holding pond or lagoon. I observed a discharge of surface runoff, polluted with manure and silo
    leachate, entering Spring Creek from the grassed filtered area below the holding pond and silo area. While I
    was on site, Mr. Major rebuilt the soil dams and added a soil dam where surface runoff from the holding pond
    and silo area. I observed that the surface runoff, from the holding pond and silo area, was stopped. On 3/19/21,
    Mr. Early told me that, on Friday 3/12/21 he moved the equipment to the high spot in the field and emptied the
    hose to reload it. He did not see a discharge to the creek." "I recommended that the Major’s check the dams and possible discharges, and repair as needed, until the liquid
    manure and surface runoff has soaked into the ground. I suggested that the lagoon be pumped down some, to
    avoid a future breach from Spring rains. Continue to work with NRCS." Referred to NRCS.
