Received complaint in email forwarded to the Division from Senator Pody's office:
Debbie and Mark,
I thought you may be interested in this information.
Our great Lebanon Wastewater Plant which has been smelling really bad for days now - we found out the following
The city is spending $750,000 on upgrades because just what I told you a few emails ago the sewer plant CAN NOT HANDLE the waste from the growth here in Lebanon given by the great city government of Lebanon.
Also we found out that even though the city owns the wastewater plant the plant must make a profit each year for upgrades and improvement which I bet they NEVER have done; if they do not make a profit 3 years in a row the state takes over the wastewater plant and runs it.
If the state could run the Lebanon wastewater plant better than the city then why isn't the state running it since for the 5 years we have lived in Lebanon and the smell it terrible off and on; yet the state CONTINUES to supposedly check out the smell and SAYS the plant is in compliances. Either the state compliances rules are rules established in the early 1900's and NEVER been update or revised to the growth of the city or the inspectors are not really doing their jobs or the inspectors are being paid off.
It is a shame that the residents of Lebanon continues to have this issue with no help from the state.

3/25/20- Recent discussions with facility personnel indicate that the likely source of the odor could be the facility's ATAD or from the equalization basin. Lebanon has scheduled for a contractor to evaluate the ATAD to determine a solution. The equalization basin is in the process of being cleaned to remove accumulation of old sludge. Plant personnel are also working on re-configuring the basin to allow for easier access and cleaning in the future.
The Division does not regulate odor.
